Democracy Needs More Than Defence. It Needs Agency.

In a recent ZEIT interview, sociologist Hartmut Rosa makes a striking point: populist movements do not only mobilise anger. They also mobilise hope, action and the feeling that something can still be changed.

That may be one reason why liberal democracy is struggling. Democratic politics is increasingly communicated through crisis: climate, migration, war, economic decline, institutional overload. Citizens hear what must be prevented, constrained or managed — but rarely what they can build together. Rosa’s deeper diagnosis is one of alienation. Many people feel that political institutions no longer reach them — and that they, in turn, cannot reach political institutions. Populists exploit this distance by offering simple explanations, clear enemies and the promise of decisive action.

The democratic response cannot therefore be limited to better facts, stronger institutions or defending political red lines. It must restore something more fundamental:
the experience of being heard, connected and able to make a difference.

This is where Rosa’s idea of resonance becomes politically relevant. People overcome alienation when they can contribute, encounter others and experience themselves as part of something larger.

Democracy does not suffer from too little voice. It suffers from too little agency.
Citizens can already comment, post, vote, protest and participate in consultations. What is often missing is the feedback loop:

I spoke → someone listened → something was learned → someone responded → something changed.
